Cut out 2 white round eyes

 (can be different sizes)

Cut out4 white triangle teeth

Cut out 1 blue heart

Draw monster's head. Fill up the space. 

Top of head and frown (in middle)

Ears & sides of face

Place parts on monster. Glue down 

Add texture to body with black lines. Add black pupils to eyes. Parts PoP out better if you emphasize with a black thick outline. 

Alternative with construction paper crayons instead of glued paper.
